You see, that's the issue : they are specifically targetting Blue States. They should investigates all states. If Red States are doing good and Blue States aren't that would show.
But if you only investigate Blue States, it means you don't wanna find out how Red States are doing, you don't how they do to be officially reported, you don't wanna find how bad they are doing....
